If we are to construct a public-key cryptosystem, then it is not sufficient to find a one-way function. We don’t want the encryption to be a one-way function from the receiver’s POV since he wants to be able to decrypt the messages efficiently.

THUS it is necessary that receiver possesses a trapdoor, which consists of secret information that permits easy inversion of the encryption function.
